BlueDial builds cross-border public dialogue and institutional capacity to advance coordinated Blue Economy governance across the Black Sea Region.
The Challenge
Fragmented governance, limited dialogue among stakeholders, and misalignment between national and subnational policies hinder coordinated implementation of the Common Maritime Agenda for the Black Sea priorities.
Sustainable Blue Economy development in the Black Sea Region has been impeded by the absence of structured cross-border networks capable of bridging policy gaps between Türkiye, Bulgaria, Romania, and Georgia.
Without a platform for consistent multi-stakeholder engagement, the region's maritime potential remains underdeveloped, threatening both ecological sustainability and economic opportunity.
The Solution
The BlueDial project establishes BlackBlueNET — a cross-border network that fosters structured public dialogue, builds institutional capacity among partner organizations, and develops coordinated policy recommendations aligned with the Common Maritime Agenda for the Black Sea.
Through a series of targeted activities, BlueDial bridges institutional and policy gaps, ensuring that national and subnational strategies are harmonized with the shared sustainable Blue Economy vision for the Black Sea Region.
What We Aim to Achieve
Six core objectives guide the BlueDial project toward a shared and sustainable Blue Economy future for the Black Sea Region.
Create a sustainable multi-stakeholder network connecting maritime governance institutions across Türkiye, Bulgaria, Romania, and Georgia.
Strengthen the capacity of partner organizations to engage in structured policy dialogue and implement coordinated maritime governance strategies.
Facilitate inclusive multi-stakeholder dialogue sessions that engage public institutions, civil society, and the private sector across all four partner countries.
Produce evidence-based, harmonized policy recommendations that align national and regional strategies with the Common Maritime Agenda for the Black Sea.
Ensure that all policy outputs and network activities support the overarching priorities of the EU Common Maritime Agenda for the Black Sea Basin.
Promote environmentally sound and economically inclusive Blue Economy development across the Black Sea Region through shared knowledge and best practices.

BlackBlueNET Network formally established as a sustainable cross-border platform for maritime policy dialogue in the Black Sea Region.
Multi-stakeholder dialogue sessions conducted across all four partner countries, engaging public authorities, NGOs, and the private sector.
Coordinated Policy Recommendations Report — a joint document aligning national strategies with the Common Maritime Agenda for the Black Sea.
Capacity building programme implemented for partner institutions, enhancing expertise in Blue Economy governance and cross-border coordination.
Communication and visibility materials produced, raising public awareness of sustainable Blue Economy opportunities in the Black Sea Region.
