BlueDial builds cross-border public dialogue and institutional capacity to advance coordinated Blue Economy governance across the Black Sea Region.

Fragmented governance, limited dialogue among stakeholders, and misalignment between national and subnational policies hinder coordinated implementation of the Common Maritime Agenda for the Black Sea priorities.

Sustainable Blue Economy development in the Black Sea Region has been impeded by the absence of structured cross-border networks capable of bridging policy gaps between Türkiye, Bulgaria, Romania, and Georgia.

Without a platform for consistent multi-stakeholder engagement, the region's maritime potential remains underdeveloped, threatening both ecological sustainability and economic opportunity.

The Solution

What BlueDial Does

The BlueDial project establishes BlackBlueNET — a cross-border network that fosters structured public dialogue, builds institutional capacity among partner organizations, and develops coordinated policy recommendations aligned with the Common Maritime Agenda for the Black Sea.

Through a series of targeted activities, BlueDial bridges institutional and policy gaps, ensuring that national and subnational strategies are harmonized with the shared sustainable Blue Economy vision for the Black Sea Region.
